You can delete your Nintendo Network ID from a Wii U from the Settings Menu. Note though, that that does not free up the Network ID to be added to another Wii U. Unless all Nintendo IDs are transferred to another Wii U (which requires both machines to be present), the unlinking process will delete the data, but not the affiliation with the system.

When you unlink your ID, all associated user data on the machine will be deleted. You can, however, create a new account and relink it. This will not bring back the deleted data.
